When it comes to the manufacture and production of rugged computer systems and components for military articles, use of a domestic supplier registered under the International Traffic in Arms Regulations (ITAR) is required. ITAR is overseen by the U.S. Department of State’s Directorate of Defense Trade Controls. This arm governs the exports and imports of defense-related articles, including computer systems and their components, among other items. ITAR-registered companies are required to keep track of all records of work completed for military applications.
Some of the Directorate of Defense Trade Controls’ duties are also enforcement related. Manufacturers and contractors found using non-ITAR-registered companies and parts for military servers and rugged military computers are subject to heavy fines and investigations into misconduct.
There are several reasons why companies use ITAR-registered businesses when they need military servers and rugged military computers. Perhaps the most important, aside from legal requirements, is that it ensures quality products and components are used. This eliminates the failure of parts in the field which may cause safety concerns and reliability issues. While low quality materials and poor performance of counterfeit parts by non-ITAR certified companies can cause expensive replacement and repair of damaged components, it also compromises national security.

As such, these products may be deemed as defense articles that require DSP-5 export licenses. Germane is registered with the State Department’s Directorate of Defense Trade Controls (DDTC).
